How to explain the existence of a cloth ribbon since all new ribbons are made of enamel-covered metal?
My explanation is that since ribbons that are to be connected to unit standards and flagpoles cannot be made of enamel, a certain amount of cloth ribbon is produced and saved from every campaign ribbon. This was probably used to create the rare cloth campaign ribbon.
